Published by Global Voices Advocacy- On 1st July, 2010, the Egyptian Ministry of Interior (MOI) has reportedly established a special department to monitor Facebook activities and content in Egypt according to the administrative decision 765. Based on the Kuwaiti newspaper Aljarida , this new MOI department works according to three shifts/8 hours each. Each shift is composed of 15 individuals: 2 police officers, 10 secretaries of police and 3 engineers. The main task of this group is to monitor Facebook content like groups, pages and chat and to publish reports countering online criticism of current Egyptian president Hosni Mubarak or his son Gamal . An anonymous security source mentioned to Aljarida that Egyptian security authorities used to censor Facebook among other websites but the MOI paid special attention to Facebook in 2008 after the first call for 6 April Strike that was organized on Facebook. Looks like the Egyptian Government attempts to control the cyberspace and netizens is moving forward. Although, Egypt didn’t witness many attempts to block website and programs related to online connection, but the government follow different ways to keep eye on what’s happening online, beside harassing bloggers and netizens. From two days, citizens in Egypt using USB Modem to connect to the internet weren’t able to use Skype, a software application that allows users to make voice calls over the Internet. At the beginning they thought there is a kind of internet connection issue, and when they started calling the mobile telecommunication companies they knew that Skype is no more allowed to be used using USB Modem. Today, 21 October 2009, Egyptian blogger Wael Abbas was stopped by security officers at Cairo airport while his coming back to Cairo. From his last two experiences, Abbas didn’t travel with his laptop or CDs, flash memories and camera memory cards, since they were confiscated earlier this year. So nothing was confiscated this time.  But the officers searched Abbas bag, hunting every piece in the bag. There was also an attempt to confiscate his camera, but the officer decided to leave it after failing to switch the camera on. كالعادة، تستمر محاولة الأجهزة الأمنية بمصر السيطرة علي أشكال حرية التعبير المختلفة وقمع الأصوات التي تكشف عن انتهاكات الحكومة العديدة. فلقد تعرض المدون المصري عبد الرحمن فارس صاحب مدونة " لساني هو القلم " إلي استدعاء أمني بمحافظة الفيوم -محافظة بمصر يسكنها فارس- وذلك بعد أن تلقى  فارس مكالمة تليفونية يوم الجمعة 25 سبتمبر من الرائد تامر عادل يطلب منه المجيء إلي مقر أمن دولة، وذلك بعد أن قائم الرائد بتوجيه بعض الأسئلة لفارس أثناء المكالمة. وبعد ذهاب فارس إلي مكتب أمن الدولة أمضى ما يقرب من أربع ساعات مع الرائد تامر عادل، ثم مع العميد عبد الهادي مفتش مدير أمن الدولة بالفيوم. تم سؤال فارس عن علاقته بالإضراب الذي سيقام في أكتوبر من هذا العام –الذي لا يعلم فارس عنه شيئاً- وعن علاقته بالإخوان المسلمين و حزب الغد ، كما قام الرائد تامر عادل بعرض منصب سياسي ب الحزب الوطني الديمقراطي (الحزب الحاكم بمصر) علي فارس ووعد بتصعيده داخل الحزب مقابل التخلي عن شئون العمل العام، وهو الأمر الذي رفضه فارس بشدة. ثم قام الرائد تامر والضابط هشام فاهيم بمصاحبة فارس إلي مكتب العميد عبد الهادي لاستكما...

On September the 3rd, 2009, Khaled elBalshy, the Editor-In-Chief of the Al-Badeel newspaper, who maintains a personal blog , was interrogated by the Interior Ministry's Internet Crimes department for a comment on one of his blog posts left by an anonymous visitor. The comment was in response to a post published several months ago. The interrogation, which was unofficial, happened after a complaint against Khaled elBalshy for publishing the comment on his blog. And as a reaction elBalshy deleted all the comments on the aforementioned post. It should be mentioned, that this is the first time that an Egyptian blogger is being interrogated for a comment published on his blog. This is an indication that security services are trying to come-up with new ways to attack and repress bloggers and internet users. في واقعة تعد الأولى من نوعها، تعرض خالد البلشي – رئيس تحرير جريدة البديل، والذي يدون علي مدونة البلشي ، إلي استدعاء من مكتب مكافحة جرائم الانترنت التابع لوزارة الداخلية المصرية، علي ضوء تقديم شكوى ضد البلشي بسبب تعليق مكتوب  من مجهول علي مدونة البلشي. وفي اتصال هاتفي مع البلشي، أعرب عن دهشته بمجرد علمه لسبب الاستدعاء وهو تعليق من "مجهول" علي تحقيق أعاد نشره علي مدونته منذ عدة شهور، وأشار البلشي أن الشكوى جاءت قبل يومين من انتهاء المدة القانونية  لمقاضاة مادة منشورة (3 شهور)، وقال البلشي أنه لم يتعرض لتحقيق رسمي ولقد قام بحذف التعليق . جدير الذكر، أن هذه هي المرة الأولي التي يتعرض فيها مستخدم انترنت مصري لملاحقة أمنية بسبب تعليق مكتوب علي المدونة، ويعد هذا الاستدعاء الذي تعرض له البلشي، مؤشر لعَزم الأجهزة الأمنية إلي الوصول لطرق جديدة لمهاجمة المدونين. وفي نفس السياق مثل من قبل المدون المصري عمرو غربية أمام نيابة العباسية وتم  إجبار عمرو على تسليم عناوين آي بي الخاصة بالقرّاء الذين أرسلوا تعليقات على مدونته  لكن عمرو تمسك بحقه ...

Last night, Tuesday 1st September 09, the American activist and blogger Travis Randall , who participated in a small march supporting Gaza earlier this year, was detained by security officers for two hours upon his arrival at Cairo International Airport. Security officers gave no explanation for the detention. Furthermore, they confiscated Randall's laptop and cell phone . At around 1:30 am, Randall was told that he is not allowed into Egypt and was forced to purchase a return ticket back to London on the next morning. Now, his computer is joining other laptops that have been confiscated recently by security officers at Cairo International Airpor. Many reasons and factors helped the emergence of electronic media in Egypt. For example, suppressing different media outlets, such as newspapers, TV channels and radio-stations, difficult procedures for founding new media bodies, censoring media content prior to publishing, different forms of repression targeting journalists, very narrow margin for freedoms and many other different reasons. Although its continuous attempts to control offline media in Egypt, the Egyptian government didn’t take into account the rise of electronic media and didn’t predict that these might be used by Egyptian citizens. And for sure, the government wasn’t ready to deal with such tools, until the young activists, specifically bloggers, started addressing all kind of abuses, detentions, repressions and torture cases on their personal blogs and twitter accounts, raising awareness about the Human rights violations by the Egyptian government, creating a wide debate and attracting the attention of international ...

Reporters Without Borders today issued a report entitled “Enemies of the Internet” in which it examines Internet censorship and other threats to online free expression in 22 countries.“The 12 Enemies of the Internet - Burma, China, Cuba, Egypt, Iran, North Korea, Saudi Arabia, Syria, Tunisia, Turkmenistan, Uzbekistan and Vietnam - have all transformed their Internet into an Intranet in order to prevent their population from accessing ‘undesirable’ online information,” Reporters Without Borders said. “All these countries distinguish themselves not only by their ability to censor online news and information but also by their virtually systematic persecution of troublesome Internet users,” the press freedom organisation said.
